A confus\u00e3o se deu ap\u00f3s uma manobra da oposi\u00e7\u00e3o que abdicou da t\u00e1tica de obstru\u00e7\u00e3o para tentar votar o texto rapidamente enquanto a base governista n\u00e3o reunia em plen\u00e1rio os 48 votos necess\u00e1rias para a aprova\u00e7\u00e3o de uma PEC.<\/p>\n\n\n\n
